Just how much of the fandom has Luna wandered off with? She’s the only character I know of that could actually pull off “Strike me down dear sister and I shall return more popular than you can imagine.”

I think it has to do with Luna’s likability and how people identify with her. Many people have felt like they have lived in the shadows of people bigger than them, and have let that get the best of them leading them to do things they later regret. In Celestia’s case, not many people are royalty and have responsibly over the welfare their citizens, therefore it is hard to identify with her. Besides, Luna has a better overall personality in my opinion, for example when she visited Sweetie Belle in her dreams and convinced her to fix Rarity’s headdress, or when she came to Scootaloo and instructed her to confront her fears, rather than keep running from them. Now compare that to Celestia. Did Celestia ever come down from Canterlot and offer advice and help to those who needed it (Not counting Lesson Zero)? No, she didn’t. Therefore, we can see how Luna is viewed as more caring and likable than her sister.
